Quality Control issues

I submitted an audition and was rejected due to QC issues; the comment from QC being that the volume of the audio was too loud. My audio was actually normalized to below -3dbFS, at around -16LUFS average. What measurement system is being used, as I'm confused by the outright rejection, especially with no recourse to question or clarify.
